由萬維網之父 Tim Berners-Lee爵士 所提倡 五星開放數據 實踐方案， 將數據檔案開放程度 分級 ，以五星評分為最佳，四星及三星次之、二級及一級為最基本的要求。 ★ 可在網絡上使用（任何格式）但具有開放許可證，即開放數據。 ★★ 可作為機器可讀的結構化數據（例如，excel 而不是表格的圖像掃描） ★★★ 如 (2) 加上非專有格式（例如 CSV 而不是 excel） ★★★★使用 W3C 的開放標準（RDF 和 SPARQL）來識別事物。 ★★★★★ 包括以上，並且能將數據鏈接到其他人的數據以提供上下文 (LOD) Notes from Wikipedia : 「開放數據連結」(Linked Open Data, LOD) 是以開放授權釋出的「資料連結」。此釋出並不阻礙資料自由的再次使用。 Linked data (often capitalized as Linked Data) is structured data which is interlinked with other data so it becomes more useful through semantic queries.
